The University of Pernambuco (Universidade de Pernambuco or UPE, formerly Fundação de Ensino Superior de Pernambuco, or FESP) is a public state university located in Recife, Pernambuco, Brazil.

History

In 1966, some colleges as Medicine Science of Pernambuco (founded in 1950), Ondontology of Pernambuco, Nursing Nossa Senhora das Graças (1946), Management (1965) associated themselves with Politechinic School of Pernambuco (1912) in order to create the initial nucleus of the Upper Teaching Foundation of Pernambuco (Fundação de Ensino Superior de Pernambuco, or FESP), which will going to become, in the beginning of nineties, the University of Pernambuco, taking on a public character and assuming its social role.

Then will come, yet, to join them the Upper Teaching of Physical Education (founded in 1956) and also colleges of teachers graduation from Garanhuns, Nazaré da Mata and Petrolina.

Thus, UPE has a decentralized campus spread out through the state of Pernambuco (Caruaru, Garanhuns, Nazaré da Mata, Petrolina e Salgueiro), and furthermore having implanted Biological Science course (bachelor level in Biology) from distance in cites like Fernando de Noronha, Garanhuns, Nazaré da Mata, Ouricuri, Palmares, Petrolina, Serra Talhada, Surubim and Tabira, besides Campina Grande, in Paraíba (other federal state).

UPE, like all public institutions in Brazil, have serious administrative and staff problems, with personnel constantly AWOL although full knowledge of government and internal authorities. It's a common practice of its employees. Misinformation and mishandling of daily duties are also very common.
